This article is devoted to the analysis of the international legal framework for the protection of transboundary water resources. The study systematically examines the key principles of international environmental law, including equitable and reasonable utilization, the obligation not to cause transboundary harm, and the duty of cooperation among states. It also analyzes the normative provisions of these principles and their practical implementation within international conventions. The article addresses the issues of unequal distribution of water resources in Central Asia, conflicts of interest between upstream and downstream states, and factors affecting environmental security. The study concludes with legal and institutional measures aimed at improving the effectiveness of transboundary water resource protection.
